Category Requirements

I'm sure this has been addressed in the past, but I just don't recall at the moment...

When creating/customizing actions, is it necessary to have a category selected for both players, the way many of the default actions do?

Put more simply, if an action has a category selected for one player but not for the other, does that mean it will not come up in play?

If an action has categories selected for one player and not the other it can make it somewhat less likely to appear.

For instance, suppose an action has several categories selected for the Subject and non for the Partner. That could make it a Level 5 action for the Subject and a Level 1 action for the Partner. The game picks actions primarily based on the Subject Passion Level but it will never exceed either players passion level. So this action would only come up on the Subjects turn once the Subject was at a Level 5.

It is better to have the level for both players near to each other, but that is not essential.
