What determines if an action comes up after a player purchases a property and the game says they must provide "free rent and enterainment" and the player must press "work"?
Any action that is marked for "Undeveloped Land" can be used here. The game will use it's usual action selection algorithm here, it just doesn't allow the role reversal.
