Before This Action Order of Things

I couldn't find how things are interpreted based on some hierarchal basis for Before This Action. If I don't care if the crotch is bare, accessible but covered, or accessible, which do I select? I want the action to occur in any of the 3 situations exist. My guess would be 'Accessible', but it could also be 'Accessible but Covered'. Which do I choose?

Yes, Accessible would be correct. Bare implies accessible.
