User Submitted Action Files

I have has Bliss now for several years. It's great. Quite some time ago I downloaded some action files that had been created and shared by users, but now I can't find them, nor any others, on the www at all. Is there any central place that anyone knows of, that the tech-savvy users who create their own files upload and share them from? If not, could such a place possibly be created?
