Toy Store?

I noticed while using the action editor that there is a toy store as one of the buildings, how does one actually get to build this in the game?

The Toy Store was planned for the game, but was never developed. It will appear in a future release.

In the meantime, in Add-on Pack 1, you may discover a hidden toy store on an Undeveloped Square.
