Whilst I understand the reasons for not having a scroll bar on the action text, I think it would be beneficial to be able to have longer descriptions for some actions. For instance I have a couple of actions in mind that would need a series of steps. In this case it would be good for the text to be automatically made smaller so it fits (within reason of course!) or for a scroll bar to optionally pop up.

I think the basic limitation is good and there should be a strong incentive to stick to crisp descriptions.

But we lack the capability of "Surprise" actions without a scoll bar. Consider the action:

Subject close your eyes and open your mouth. You partner will now do ...(please scroll down
when subject has eyes closed)... kiss the subject on the lower lip.

Scroll bars are one of the simplest mechanism to enable such actions.
